Centre for Sustainable Development – Pakistan, good governance is central to building fair, transparent, and accountable systems that enable sustainable community development. Through community training, advocacy, civic engagement, and leadership initiatives, we support citizens and local stakeholders in strengthening governance practices that reflect the needs, rights, and aspirations of the communities we serve.
Good governance promotes participation, accountability, transparency, equity, and responsiveness principles that ensure public programs work for people and deliver real benefits in their lives.
Why Human Rights & Democracy Matters
The Centre for Sustainable Development recognizes the importance of empowering elected representatives and stakeholders to strengthen Pakistan’s democratic fabric. By bridging gaps between citizens and their leaders, CSD enables informed participation and facilitates mechanisms for transparency, inclusivity, and responsiveness in governance. For instance, Pakistan’s voter turnout in the 2018 general elections was approximately 51.7%, reflecting both the potential and challenges in citizen engagement. Effective programs targeting parliamentary capacity and civic awareness can significantly enhance democratic participation.
The primary objectives of the programme were as follows:
- Enhance the knowledge and skills of parliamentarians and local government officials to perform legislative, oversight, and policy-making functions effectively.
- Bridge the gap between citizens and their elected representatives, encouraging informed participation in democratic processes and decision-making.
- Empower women, youth, and marginalized groups to actively participate in governance through leadership development and community initiatives.
- Increase public understanding of democracy, human rights, and civic responsibilities through campaigns, training, and educational programs.
CSD’s initiatives include the Next Generation Institute for Human Rights and Democracy, which nurtures young leaders, human rights advocates, and civic educators. By providing specialized training on democratic principles, constitutional rights, and policy-making, the institute contributes to developing a cadre of informed citizens and legislators equipped to address governance challenges.
The Capacity Building Program focuses on enhancing the skills of parliamentarians and local government officials. Training modules cover legislative drafting, oversight functions, budget analysis, and constituency engagement. With over 500 elected representatives trained since 2020, this initiative has strengthened the role of parliamentarians in policy formulation and implementation.
At the grassroots level, the Leadership Union Council Program promotes community-based leadership development, encouraging women and youth participation in decision-making processes. In Pakistan, women constitute only about 20% of national assembly seats and 17% of local government seats, highlighting the need for inclusive leadership programs. This initiative empowers underrepresented groups to engage actively in governance, fostering democratic equity.
CSD also undertakes campaigning and advocacy to increase public awareness on governance issues, human rights, and civic responsibility. Campaigns such as “Democracy in Action” have reached over 50,000 citizens nationwide, using digital platforms and community workshops to encourage active participation in democratic processes.Through sustained efforts, Pakistan’s democracy can evolve into a resilient system where citizen participation, rule of law, and equitable development drive national progress.

- Successfully made numerous communities open-defecation-free, improving sanitation coverage and public health outcomes.
- Enhanced hygiene practices in schools and households through health education, handwashing campaigns, and awareness initiatives.
- Constructed diverse water and sanitation infrastructure, providing safe drinking water and improved sanitation facilities to undeserved populations.
Strengthened local capacities and institutional systems, enabling communities and authorities to sustain WASH interventions while contributing to national policy dialogue and advancing Pakistan’s goals for clean water, sanitation, and hygiene.
